Dr. David Fong is a seasoned pharmacy professional with an extensive background in operations, managed care, and pharmacy advocacy. Since the early 1980s, he has been a driving force in shaping pharmacy networks, collaborating with healthcare organizations, and championing independent pharmacies to enhance medication access and patient care. His decades of service span advisory committees, professional associations, and executive leadership roles, where he has been instrumental in developing strategic programs that foster pharmacy collaboration, drive innovation, and elevate patient outcomes.

Currently serving as Vice President of Network Operations at Alpha Plus Network Inc. and APNI Health, Fong is responsible for leading network and service operations while developing pharmacy benefits management solutions for independent pharmacy members. Additionally, he has served as the Director of Pharmacy Operations for Cathay Medical Industries Inc. since 1982. His leadership extends across multiple industry organizations, where he has played a critical role in advocating for independent pharmacists and advancing managed care initiatives.

Dr. Fong's extensive contributions to managed care include his appointment to the California Pharmacists Association Medi-Cal Advisory Committee in 1999, where he engaged with senior management from the California State Department of Health Services. He has been actively involved with LA Care Health Plan since 1995, serving on various committees such as the Interim Executive Consumer Advisory Committee (1995-1997), the Technical Advisory Committee (1996-2000, chairing in 1999), and the LA Care Pharmacy Oversight and Audit Committee, where he continues to represent independent community pharmacists in Los Angeles County. He also chaired the LA Care Health Plan Timely Payment Task Force from 1996 to 2000.

Dr. Fong has held numerous leadership positions throughout his career. He served as Secretary on the Board of Directors of the Federation of Pharmacy Networks’ Executive Committee, representing over 15,000 independent community pharmacies nationwide. In 1994, he was President of the East Los Angeles Pharmacists Association and went on to serve as District 7 Trustee for the California Pharmacists Association from 1995 to 1997. In 1995, he chaired the Los Angeles County Managed Care Pharmacy Task Force and its Core Group. His leadership continued as President of the United Pharmacists Network Inc. (UPNI) in 1996, later serving as Vice President of Managed Care and Marketing and Executive Director from 2009 to 2010.

Recognized for his unwavering commitment to the pharmacy profession, Dr. Fong was honored as the California Pharmacists Association Pharmacist of the Year in 1997. His passion for independent community pharmacy is further reflected in his active involvement with organizations such as the Academy of Managed Care Pharmacists, American Pharmacists Association, California Pharmacists Association, National Community Pharmacy Association, Pharmacy Quality Alliance, and the San Gabriel Valley Pharmacists Association.

Dr.Fong has been married for over 41 years and is a proud father of three children and grandfather to seven.
